When the book was released I read it and it did not come across as Barker's work. It was a disappointing book for me. After I read it I looked online a fair amount. I vaguely remember finding two webpages indicating it was ghost written, but I also remember they weren't concrete and I can't find them now.
What I can find now is Mark Allen Miller's university profile page, thanks to u/muhrr, and Miller's wiki mentioning his university biography. I am unable to corroborate this elsewhere. Also the only draft I found online is at 1470 pages, but the formatting is quite different from the hard copy version. When I copy and pasted the first five pages of text into an openoffice word document it came to about 1.25 pages. The text appears to be in paperback formatting. So basically that particular version is about 300 pages, not 1470. Thus this "final draft" does not come across as long and convoluted which his original manuscript is rumored to be. The hard copy hardback and paperback versions are 360p pages long according to goodreads which ostensibly would much shorter Barker's original manuscript?
Does anyone have more information on this and/or a link to a much "longer and convoluted" version of The Scarlet Gospels?
edit: Also thanks to u/muhrr there's a lot of posts from Barker listed here. According to the posts/quotes at the link Barker had a huge manuscript which Miller fashioned into what became the published version.
