Gotham really doesn't like Kal-El, does she? Even when they're after the same thing she can't resist messing with him.
Gotham's a tough one--I tend to think of her as beyond reason, in some ways. She made a deal to treat Kal well as long as Bruce was around, and he's not. There's nothing personal about it, it's just the way the deal works. :)
And I see what you did there with her pearl white skin in the alley.
*coughs* I have no idea what you're talking about. Though seriously, I just imagined her as having almost luminous skin, and thought "What's it look like, hm, pearl! ... Ah, dang." :)
And even Clark's Art-Deco-ness can't quite overcome Gotham's inherent Noir-ness.
